When a homeowner is delinquent in mortgage or property taxes for an extended period of time, the county or lender will foreclose the property and hold an auction. When the property sells at the auction, surplus funds, also known as excess proceeds, are the remaining funds payable to the previous owner after the debt has been satisfied.

For example, the property is delinquent $100,000 and sells at auction for $180,000, the surplus is $80,000.
